Abdallahi admitted to smuggling HCFC-22, or R-22, into the country in 2017, prior to the full ban on its production and import in 2020. The EPA began phasing out R-22 due to its harmful effects on the ozone layer, limiting legal supplies to recovered, recycled, or reclaimed sources. Despite the ban, demand for R-22 persists for servicing older air conditioning units.
Court documents detail how Abdallahi arranged for shipments of R-22 from China to the Port of Long Beach, California. To evade detection by U.S. Customs and Border Protection, the refrigerant was intentionally mislabeled as R-32 during transit and transported by rail to the Dallas/Fort Worth area. This deliberate misrepresentation was a key component of the smuggling operation, designed to disguise the illegal substance and avoid seizure.
Once in Texas, Abdallahi’s co-conspirator, 53-year-old Severo Zamora, took control of the smuggled R-22. Zamora repackaged the refrigerant and distributed it to HVAC companies across the U.S., effectively introducing illegally imported freon into the nation’s cooling systems. Zamora previously pleaded guilty in January 2022 to accessory after the fact and was sentenced to six months probation and a $500 fine.
