MIDLAND, Texas – Paul Lujan, 42, of Odessa, a former high-ranking member of the Texas Mexican Mafia, will spend the next 15 years in federal prison after being sentenced Wednesday for six counts of possession with intent to distribute cocaine. The sentence, handed down by U.S. District Judge David Counts, reflects a harsh penalty for a career criminal with a documented history of violence.
The bust unfolded over a two-month period starting in October 2024. A DEA-led controlled-purchase operation documented Lujan selling cocaine on six separate occasions. The final transaction on December 23rd triggered a traffic stop where Lujan immediately became uncooperative. He refused to allow a search of his vehicle and actively resisted officers’ requests to exit.
Ignoring Lujan’s resistance, authorities deployed a K9 unit which immediately alerted to the presence of narcotics within the truck. A subsequent search revealed marijuana and a syringe containing an unidentified liquid substance. Even more damning, a passenger in the vehicle was found concealing cocaine in his waistband, further cementing the drug trafficking operation.
Lujan was indicted by a federal grand jury on January 22nd and swiftly pleaded guilty to all six charges on March 31st. During sentencing, prosecutors successfully argued for an upward departure from standard sentencing guidelines, citing Lujan’s “extremely violent criminal history” – a past that had apparently gone unpunished for too long. Following his 180-month prison term, Lujan will face a six-year period of supervised release.
“This successful outcome was possible because we and our partners were able to prove that Lujan not only committed half a dozen federal drug trafficking offenses in just two months but also had a significant history of violence for which he had yet to be held properly accountable,” stated U.S. Attorney Justin R. Simmons. “Thanks to the partnership from various law enforcement resources at the local, state, and federal levels, this violent criminal is finally being held accountable. A violent, career criminal who had operated with near impunity for years will have to spend the next decade and a half in a federal prison.”
DEA Special Agent in Charge Omar Arellano underscored the connection between drug trafficking and violence, stating, “This is a perfect example of how drug trafficking and violence are evil bed fellows. One of DEA’s strategic priorities is to reduce violent crime fueled by drug trafficking.” The investigation was a joint effort between the DEA, Odessa Police Department, Midland Police Department, and Texas Department of Public Safety. The case was prosecuted by Assistant U.S. Attorneys Patrick Sloane and Kevin Cayton.
