Irina Segal, the owner of Segal Arts, LLC in Bucks County, Pennsylvania, just got burned for turning arts and crafts hour into a Medicare money-grab. The feds say she was billing the program for individualized occupational therapy… when she was actually leading group sessions – think coloring books, not physical rehabilitation – at assisted living facilities. The scheme unfolded over an unspecified period, but investigators finally caught up to her.

According to court documents, Segal and her company submitted bogus claims to Medicare, pocketing cash for group activities that should have been individual, skilled therapy. Even after getting a stern talking-to from the Department of Health and Human Services’ Office of Inspector General (HHS-OIG) about proper billing, Segal didn’t come clean or offer to return the ill-gotten gains.

The settlement means Segal will have to repay $200,000 to Medicare – an amount determined by what she could realistically afford to hand over. U.S. Attorney David Metcalf made it clear: they’re done letting anyone rip off the system and prey on seniors. Maureen Dixon from HHS-OIG added that this case proves their commitment to protecting Medicare funds and ensuring those dollars actually reach patient care.

It’s a small piece of a much larger puzzle. Federal investigators are increasingly focused on healthcare fraud, especially schemes that target vulnerable populations. Segal’s artful dodge bought her time, but ultimately landed her in the crosshairs of both federal prosecutors and the HHS-OIG.
