Bellevue Predator: 9 Years for Child Porn Empire

BELLEVUE, WA – WILLIAM MERRILL ORR, 53, of Bellevue, Washington, will spend the next nine years behind bars for building and maintaining a horrifying digital empire of child pornography. The sentence, handed down by U.S. District Judge John C. Coughenour, also includes 25 years of supervised release, a testament to the severity of the crimes. Orr was initially arrested in Iowa in June 2012, but the roots of his depravity were traced back to his Bellevue home.

The scale of Orr’s collection is staggering. Agents executing a search warrant on his Bellevue residence in 2011 discovered over seven terabytes of digital storage. Forensic analysis revealed a sickening cache of more than 800,000 images and videos depicting the rape and sexual assault of children. At the time, both the sheer volume of material and the storage capacity represented the largest seizure of its kind in the Western District of Washington. Even after fleeing to Iowa, Orr continued his horrific hobby, amassing more illicit content on a new computer.

The case unfolded after Orr used a peer-to-peer file-sharing network to distribute images of child sexual abuse to an undercover Homeland Security Investigations (HSI) agent. This brazen act brought him to the attention of federal authorities. Despite the initial search and subsequent relocation, Orr’s depravity persisted. Judge Coughenour, acknowledging the lasting trauma inflicted upon the victims, ordered restitution for any identifiable children who requested it – a small measure of justice for unimaginable suffering.

“Every one of the more than 800,000 images and video files in Orr’s possession depicted a child being victimized,” stated Brad Bench, special agent in charge of ICE’s Homeland Security Investigations in Seattle. “We must not forget these are real children – real victims – who are subjected to sexual violence. Those who trade child pornography over the Internet are a part of a disturbing cycle of violence against children.” Bench vowed continued aggressive targeting of those who exploit children online.

This prosecution was conducted as part of “Project Safe Childhood,” a nationwide initiative launched in 2006 by the Department of Justice to combat the escalating epidemic of child sexual exploitation and abuse. The project leverages federal, state, and local resources to identify, apprehend, and prosecute offenders, as well as to rescue victims.
