Boston Man, Level 3 Sex Offender, Pleads Guilty to Child Porn Possession

A Boston man with a history of sex crimes will face the consequences for his latest offense: possessing child pornography. Bryan Horgan, a 59-year-old Level 3 sex offender, pleaded guilty in federal court to possessing child sexual abuse material.

According to the Department of Justice USAO in Massachusetts, Horgan was identified as the owner of a Microsoft account uploading child sexual abuse material. During a search of his residence, law enforcement found an electronic device containing several video files of CSAM depicting children as young as infants.

Horgan’s prior convictions include rape of a child, assault to rape a child, indecent assault and battery on a child, disseminating obscene material to a minor, and possession of child pornography. This latest offense carries a mandatory minimum sentence of 10 years and up to 20 years in prison, at least five years and up to a lifetime of supervised release, and a fine of up to $250,000.

The case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Assistant U.S. Attorney Jessica L. Soto of the Major Crimes Unit is prosecuting the case.

Horgan’s sentencing is scheduled for September 18, 2025. United States Attorney Leah B. Foley and Ted E. Docks, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division, made the announcement today. Valuable assistance was provided by the Boston Police Department.
