June 10, 1869, New York City – In a shocking turn of events, Richard Lay, a former private in the New York Volunteers, has come forward with allegations of a brazen bounty scam. According to Lay, he served his country bravely but was denied the extra fifty dollars in bounty money he was entitled to. The claim, placed in the hands of Wellington Wilmot of No. 1 Nassau Street, was allegedly paid out to defendant J. Nelson Luckey.
