BOSTON – A brazen scheme to obtain driver’s licenses for ineligible applicants has finally come to an end. Helbert Costa Generoso, a 41-year-old Brazilian national, has pleaded guilty to conspiracy and ID document forgery in a federal court in Massachusetts.

Generoso, who was living in Danbury, Connecticut, at the time of his arrest, stood accused of masterminding a multi-state operation that churned out fake driver’s licenses for illegal aliens. The scheme, which lasted from November 2020 to September 2024, involved Generoso and his co-conspirators duping the New York Department of Motor Vehicles (NY DMV) into issuing licenses to applicants who didn’t meet the requirements.

According to court documents, Generoso and his team would create fake driver’s education certificates, forged signatures, and even photoshopped images of customers taking the permit test. They would then meet the customers at locations in Massachusetts and drive them to NY DMV branch locations, where they would provide the fake documents and collect the licenses.

The scheme was lucrative, with Generoso and his co-conspirators charging approximately $1,400 per customer for the fake licenses. But it was also brazen, with Generoso going so far as to create fake passports for his customers to use as identification in the driver’s license applications.

Generoso’s guilty plea comes after he was charged in December 2024 alongside four co-conspirators. He is set to be sentenced on October 2, 2025, and faces up to 10 years in prison for his crimes. The case serves as a stark reminder of the ongoing threat of identity document forgery and the importance of vigilance in our national security efforts.

As the investigation continues, it remains to be seen how many more individuals were affected by Generoso’s scheme. But one thing is certain: justice has been served, and those responsible will be held accountable for their actions.
