A Brockton man is behind bars after allegedly bribing a road test examiner to issue fake driver’s licenses to unqualified applicants.
Carlos Cardoso, 70, owner of a local driving school, was arrested today on charges of honest services mail fraud and conspiracy to commit honest services mail fraud. According to the indictment, Cardoso paid cash bribes totaling $20,000 to $30,000 to the road test examiner at the Brockton RMV service center.
It’s alleged that Cardoso misrepresented to the RMV that certain driver’s license applicants had passed their road test when, in fact, they had not. Some of the applicants didn’t even show up to take the test. As a result, the RMV mailed fake driver’s licenses to unqualified applicants.
Cardoso will appear in federal court in Boston at 2 p.m. today to face the charges. If convicted, he could face up to 20 years in prison, three years of supervised release, and a fine of $250,000 on each of the five counts of honest services mail fraud and one count of conspiracy to commit honest services mail fraud.
The investigation was led by the U.S. Department of Transportation Office of Inspector General, Northeast Region, with assistance from Homeland Security Investigations and the U.S. Attorney’s Office for the District of Massachusetts.
Assistant U.S. Attorneys Christine Wichers and Adam Deitch are prosecuting the case. The details contained in the indictment are allegations, and Cardoso is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.
