Roberto Leon, Heroin Possession with Intent to Distribute, NY

Buffalo native Roberto Leon, 24, is headed for a federal prison cell after pleading guilty to possession with intent to distribute, and distribution of, heroin. The conviction, handed down in U.S. District Court, marks the end of a years-long investigation into the street-level drug trade that has gripped parts of Western New York.

Leon admitted to selling heroin to a Drug Enforcement Administration confidential source on two separate occasions in September 2015. The transactions, orchestrated under DEA surveillance, provided the evidence needed to secure the guilty plea before U.S. District Court Judge Lawrence J. Vilardo. No further details about the quantity or street value were released, but the charges carry a maximum penalty of 20 years behind bars and a $1,000,000 fine.

The case was prosecuted by Assistant U.S. Attorney Brendan T. Cullinane, who laid out the timeline of controlled buys and surveillance that led to Leon’s arrest. According to court documents, the DEA’s investigation was part of a broader push to dismantle local networks feeding the opioid epidemic ravaging communities across Erie County.

Acting U.S. Attorney James P. Kennedy, Jr. emphasized the federal government’s ongoing crackdown on heroin traffickers operating in urban centers like Buffalo. “This conviction is not just about one dealer,” Kennedy said in a statement. “It’s about sending a message: we’re watching, we’re moving fast, and we’re putting traffickers on notice.”

The investigation was led by the Drug Enforcement Administration’s New York Field Division, under the command of Special Agent-in-Charge James J. Hunt. Hunt’s team has been instrumental in a string of recent narcotics convictions stretching from Rochester to Niagara Falls, targeting mid-level distributors who fuel addiction and violence.

Sentencing is scheduled for May 23, 2017, before Judge Vilardo. With a maximum 20-year sentence on the table and a $1,000,000 fine looming, Leon now faces the full weight of the federal judiciary. For the streets of Buffalo, it’s one name off the corner—but the war on heroin is far from over.
