It was 7:35 p.m. on July 31, 2025, when RPD received calls about a man loitering near cars on Ernestine Street. Officers responded to find Campbell matching the description and engaged in a conversation before he attempted to flee. The officers noticed a bulge in Campbell’s pocket and tried to detain him, leading to a struggle. Campbell then pulled out a gun and refused commands from officers to drop it. Both officers fired their weapons, killing Campbell. A handgun was recovered at the scene.
Under New York law, an officer may use deadly force if they reasonably believe it’s necessary to defend against the use of deadly physical force by another. The OSI determined that under these circumstances, a trial prosecutor could not disprove beyond a reasonable doubt that the officers’ actions were unjustified, and thus no criminal charges will be pursued.
