Cesar Flores Sentenced to Ten Years for Bribery Scheme

GRIMY TIMES EXCLUSIVE: Former Maverick County Precinct 4 Commissioner Cesar Flores was sentenced to ten years in federal prison today for his involvement in a multimillion-dollar bribery and kickback scheme that decimated Maverick County’s coffers.

In addition to the lengthy sentence, Judge Alia Moses ordered Flores to pay $546,170.81 in restitution and complete 1,500 hours of community service upon release.

Flores pleaded guilty on September 5, 2013, to one count of receiving a bribe. He admitted to using his position to ensure that favored contractors were awarded construction contracts in Maverick County Precinct 4, from 2010 to 2011.

Acting United States Attorney Richard L. Durbin Jr. warned, ‘The corruption in the cases sentenced this week is a cancer on the body politic, eroding public trust in local government.’ FBI Special Agent in Charge Christopher Combs echoed the sentiment, noting that Flores and his co-conspirators had created a culture of corruption in Maverick County.

Two other defendants remain at large: German Garcia Cano and Alejandro Wheeler. Garcia Cano, owner of GGC Enterprises, has failed to appear for sentencing, while Wheeler, operator of defunct media outlet TVAW Ch. 20, is a fugitive. Both are wanted on bribery charges related to the scheme.

Seventeen individuals have been convicted in this ongoing investigation by the FBI, with assistance from various law enforcement agencies. Assistant United States Attorneys Bryan N. Reeves, Michael Galdo, and Katie Griffin prosecuted the case for the Government.
