SIOUX CITY, IA – Chad Carver, a 27-year-old resident of Sioux City, Iowa, has confessed to a horrific crime: distributing child pornography. Carver pled guilty on February 28, 2013, in federal court, admitting to using the internet to spread this vile material between September 2010 and September 2011. The details of this case are a stark reminder of the predators lurking in the digital shadows.
According to court documents, Carver was convicted on one count of distribution of child pornography. The investigation, a joint effort between the Iowa Division of Criminal Investigation and the Federal Bureau of Investigation, uncovered a disturbing pattern of online activity. The specifics of how Carver obtained and disseminated this material remain under investigation, but the damage is undeniable.
At the plea hearing, Carver agreed to a minimum sentence of 10 years imprisonment as part of a plea agreement with prosecutors. However, he faces a maximum possible sentence of 20 years behind bars, along with a hefty $250,000 fine and a $100 special assessment. Following any prison term, Carver could be subjected to supervised release for a period of 5 years to life – a small measure of accountability for the irreversible harm he’s caused.
The case is being prosecuted by Assistant United States Attorney Mark Tremmel, who is determined to see justice served. Judge Donald E. O’Brien will determine the final sentence after a presentence report is completed. Currently, Carver is being held in the custody of the United States Marshal, awaiting his fate.
This prosecution falls under the umbrella of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice. The program aims to combat the escalating epidemic of child sexual exploitation and abuse by pooling federal, state, and local resources to identify, apprehend, and prosecute offenders – and, crucially, to rescue victims. More information on Project Safe Childhood can be found at www.usdoj.gov/psc.
Court file information, including case number CR 12-4079, is publicly available at https://ecf.iand.uscourts.gov/cgi-bin/login.pl. Grimy Times will continue to follow this case and report on the sentencing as it becomes available. The internet is not a shield, and those who exploit children will be brought to justice.
