ST. LOUIS – Joelle Fouse, 58, a former financial director for a Missouri charity, will spend the next 40 months in federal prison after admitting to a decade-long scheme to steal nearly $700,000 from the organization. U.S. District Judge Rodney W. Sippel handed down the sentence Thursday, also ordering Fouse to repay the entirety of the stolen funds.

Fouse, who managed finance and human resources at Promise Community Homes (formerly Rainbow Village), systematically pilfered from the charity between October 2012 and December 2023. She authorized 71 unauthorized payroll deposits totaling $139,810 and 181 fraudulent expense reimbursements amounting to $407,186, funneling the money into her personal bank accounts. The scheme didn’t stop there; Fouse racked up $133,210 in personal purchases on the charity’s credit card. Her actions also led to an overpayment of approximately $10,694 in payroll taxes.

Assistant U.S. Attorney Hal Goldsmith detailed the extent of Fouse’s greed in a sentencing memo, noting that the embezzlement occurred “in addition to the generous salary and benefits the charity was already providing her.” Goldsmith revealed Fouse spent the stolen money on “extravagant purchases” including vacation travel, expensive clothing and handbags, entertainment, and to fund side businesses, all while depriving vulnerable residents of essential resources. Adding insult to injury, Fouse had falsely claimed to hold an accounting degree, when she had actually been academically disqualified from school.

The impact of Fouse’s betrayal was sharply outlined in a letter to Judge Sippel from Promise Homes Executive Director Matt Elmore. Elmore explained that the charity was “stretching every dollar” and making difficult funding decisions when Fouse was stealing. He specifically cited examples of how the stolen funds could have directly benefited residents: $8,000 spent at Louis Vuitton could have funded a ramp for a resident unable to use stairs, and $5,000 wasted on “bottle service at the Ritz-Carlton” could have covered urgent repairs to essential facilities. Elmore stated the crime poisoned their workplace and damaged the charity’s reputation, forcing them to spend valuable time reassuring donors.

Elmore delivered a particularly damning indictment of Fouse’s character, revealing she was a vocal advocate for raising rent on residents with intellectual and developmental disabilities living on fixed incomes – all to fund her “lavish lifestyle.” He described her actions as “a level of heartlessness I struggle to comprehend.” Fouse attempted to cover her tracks by creating false financial reports, altering receipts, and blocking access to records. She was terminated in December 2023, prompting her employer to contact federal authorities.

Fouse pleaded guilty in April of 2025 to three felony counts of wire fraud. The FBI led the investigation, with Assistant U.S. Attorney Hal Goldsmith prosecuting the case. Officials from Promise Community Homes provided substantial cooperation throughout the inquiry. The organization is now left to rebuild trust and continue its mission after suffering a devastating blow from within.
