Charles V. Bai, 27, of Independence, Missouri, is facing federal charges for illegally possessing firearms and trafficking methamphetamine—after fleeing police in two separate high-speed chases and allegedly tossing a loaded 9mm pistol onto Interstate 70 during a crash.
Bai was charged in a three-count criminal complaint in U.S. District Court in Kansas City with two counts of being a felon in possession of a firearm and one count of possessing methamphetamine with intent to distribute. The charges stem from incidents in March and August 2020, detailed in a supporting affidavit that paints a picture of a fugitive on the run, armed and dealing drugs.
The trouble began March 11, when U.S. Marshals tried to arrest Bai on a felony warrant. He rammed a Marshals Service vehicle and sped off, leading officers on a dangerous pursuit through Independence before escaping. Days later, on March 17, police spotted Bai’s stolen Toyota 4Runner parked at his residence. When they moved to intercept, Bai fled—again—triggering another chase that ended when his SUV crashed on Blue Ridge Cutoff near I-70. Bai fled on foot but was caught.
Minutes after the crash, officers responded to a 911 call: a Ruger 9mm pistol lay in the eastbound lanes of I-70, west of Noland Road. The extended magazine had been run over; 26 rounds were scattered across traffic lanes. The gun traced back to Bai. Inside the wrecked 4Runner, cops found four magazines, 24 additional rounds, and a holster. Facebook messages revealed Bai had tried to sell the same pistol days earlier.
The affidavit also ties Bai to a March 8 road rage incident on 24 Highway and Sterling Avenue, where a motorist reported being shot at by a man in a Toyota 4Runner. The suspect pulled alongside, brandished a black handgun with an extended magazine, and fired three rounds—all hitting the victim’s vehicle. No injuries were reported, but the connection to Bai’s vehicle and weapon raises serious charges.
Bai was arrested again on August 19 after Kansas City police stopped him in a 2006 Chevrolet Monte Carlo. He had no license or insurance, and the plate didn’t belong to the car. As officers prepared to tow it, they found a loaded Smith & Wesson .40-caliber pistol hidden in the driver’s door panel—stolen, like the earlier Ruger. They tracked down Bai driving another vehicle and found 3.6 grams of meth in his front pocket and a box with drug distribution paraphernalia. Bai admitted buying meth in bulk. He remains in federal custody, awaiting trial. Felons are barred from possessing firearms; Bai’s rap sheet includes convictions for tampering with a motor vehicle, resisting arrest by flight, unlawful weapon use, and drug possession.
