TEXARKANA, Texas – James L. Morgan, a 44-year-old hailing from the streets of Chicago, Illinois, is staring down the barrel of a potential life sentence after being convicted today of federal drug and weapons charges in the Eastern District of Texas. U.S. Attorney Joseph D. Brown announced the verdict, the culmination of a four-day trial before U.S. District Judge Robert W. Schroeder, III. Morgan’s operation brought poison to East Texas, and now he’ll answer for it.
The case stems from a September 28, 2017, traffic stop on Interstate 30 near Mt. Pleasant, Texas. Texas DPS troopers pulled Morgan over for drifting across lanes, a minor infraction that quickly spiraled into a full-blown pursuit. Instead of complying, Morgan bolted on foot, scrambling across all lanes of the highway and even a barbed wire fence. His passenger, Antonio Alexander Lee, initially attempted to flee in the vehicle before being boxed in by spike strips in Bowie County.
A thorough search of the vehicle revealed the source of the panic: over 75 grams of actual methamphetamine, a loaded firearm, a digital scale, and approximately one gram of heroin. The evidence painted a clear picture of Morgan’s intent – to flood the region with drugs. But the net tightened further when investigators discovered Morgan was already a convicted felon, legally prohibited from owning or possessing any firearms or ammunition. This wasn’t just a drug run; it was a brazen disregard for the law.
Lee, Morgan’s accomplice, previously pleaded guilty to conspiracy to possess a controlled substance and received a 94-month federal prison sentence on August 21, 2018. While Lee’s sentence is substantial, Morgan faces far greater consequences. Under federal law, a conviction for possession with intent to distribute methamphetamine and being a felon in possession of a firearm carries a potential sentence of up to life in federal prison.
The sentencing, however, won’t be automatic. Judge Schroeder will consider advisory sentencing guidelines and other statutory factors before delivering the final punishment. A presentence investigation is currently underway, conducted by the U.S. Probation Office, to provide the court with a comprehensive understanding of Morgan’s background and criminal history.
This investigation was a coordinated effort by multiple agencies, including the Texas Department of Public Safety (Criminal Investigation and Highway Patrol Divisions), the Bureau of Alcohol, Tobacco, Firearms and Explosives, the U.S. Drug Enforcement Administration, and local law enforcement from Titus, Bowie, and Cass Counties.
