Wang, once hailed as a leading global authority on climate change, ocean-atmosphere dynamics, and hurricane forecasting, betrayed his position by signing contracts with Chinese state-backed programs as early as 2010. While drawing a salary from the U.S. Department of Commerce, he secretly agreed to work for China’s Thousand Talents Program and the 973 Program — both designed to harvest foreign scientific talent for China’s strategic gain.

Court documents reveal Wang’s dual allegiance was not casual — it was contractual, deliberate, and sustained over years. He failed to disclose his foreign employment, directly violating Title 18, United States Code, Sections 209(a) and 216(a)(2), which bar federal employees from accepting compensation from foreign governments.

Investigators from the U.S. Department of Commerce’s Investigations and Threat Management Division, DOC Office of Inspector General, and the FBI’s Miami Field Office built the case over months of financial and communications tracing. They uncovered the depth of Wang’s ties to Chinese state scientific initiatives, raising alarms about intellectual property leakage and national security risks embedded in academic collaborations.

Wang was sentenced to time served — a decision that has sparked debate among federal watchdogs about whether the punishment fits the crime. No fine was announced, and no restitution ordered, despite the sensitive nature of the research conducted under NOAA’s umbrella.
