A multi-state organized retail-theft ring that impacted Prince George’s County and other areas in Maryland, Delaware, and Pennsylvania has led to the indictment of multiple individuals. The U.S. Attorney’s Office for the District of Maryland and the Prince George’s County State’s Attorney’s Office announced the indictment of Cyan Simone Rocke, 25, of Washington, D.C.; Marco Pernell Morgan, 37, of Washington, D.C.; and Daryl Michael-Lashon Jackson, 30, of Laurel, Maryland.
The indictment charges Rocke, Morgan, and Jackson with conspiracy to violate federal law, namely, the interstate transportation of stolen goods. The charges stem from an investigation that revealed the trio conspired to engage in the interstate transportation of stolen property between October 2025, and April 2026.
According to the indictment, the co-conspirators sought to enrich themselves and others by stealing items from a nationwide retail corporation operating in interstate commerce and other businesses selling goods, and then subsequently offered the products for sale on Instagram and other sites. Customers paid for the stolen items by cash, bank transfers, or money transfer applications, including CashApp.
The trio allegedly stole more than $48,000 in merchandise from stores located in Columbia, Maryland; Rockville, Maryland; Timonium, Maryland; Newark, Delaware; and King of Prussia, Pennsylvania. The co-conspirators engaged in serial, coordinated thefts from locations throughout the Delaware, Maryland, Pennsylvania, Virginia, and Washington, D.C. region.
Rocke, Morgan, and Jackson each face up to five years in federal prison for the conspiracy. An indictment is not a finding of guilt. Individuals charged by indictment are presumed innocent until proven guilty at a later criminal proceeding.
The Prince George’s County State’s Attorney’s Office also announced the indictment of Tia Courtney, 31, of Capitol Heights, Maryland; Chyna Parker, 26, of Capitol Heights, Maryland; and Quasaan Parker, 22, of Capitol Heights, Maryland, with offenses associated with organized retail theft.
The investigation was conducted by Homeland Security Investigations (HSI) – Maryland, the Maryland State Police, and the Prince George’s County Police Department.
