SCRANTON- In a stunning blow to the corrupt staffing industry, Danny Sing, 61, of Philadelphia, and Mark Holmes, 67, of Muskogee, Oklahoma, have been sentenced for their roles in a massive $1.4 million tax fraud and commercial bribery scheme that spanned over half a decade.
Sing was handed down a 27-month sentence by United States District Judge Malachy E. Mannion for conspiring with others to evade nearly $1.36 million in federal employment taxes. Sing, who co-owned Global Staffing Services, Inc., along with his coconspirators, paid employees and themselves in cash to conceal income from the IRS, a practice that netted over $16.5 million from a single Pennsylvania food services company.
In addition to the tax evasion, Sing pleaded guilty to doling out over $400,000 in bribes to managers at his client companies to secure business for Global Staffing Services, Inc. His lavish lifestyle, including over $1 million spent at local casinos between 2014 and 2020, only added to the staggering tax losses to the IRS, totaling over $390,000.
Mark Holmes, the General Manager of a Pennsylvania food services company, was sentenced to 18 months in prison for accepting $400,000 in bribes from Global Staffing Services, Inc. and Penns Independent Staffing. In return, Holmes’s employer paid out nearly $7.8 million to these staffing companies. Holmes also failed to remit over $135,000 in employment taxes from his own temporary staffing company, Encore Staffing Solutions LLC.
Five other individuals were previously prosecuted in this investigation, including Madeline Nieves, who was sentenced to 15 months for her role in a tax fraud conspiracy with Sing and Holmes. Nari Lam faced three years of probation for failing to pay over $300,000 in employment taxes from his staffing company, Penns Independent Staffing.
This case serves as a stark reminder of the depths to which some will sink in the pursuit of financial gain, defrauding taxpayers and exploiting the vulnerable staffing industry. The United States Attorney’s Office for the Middle District of Pennsylvania has vowed to continue its fight against such corruption, ensuring that those who seek to enrich themselves at the expense of others face justice.
