Davenport man Devon Durran Davis, 25, is headed to federal prison after being caught with a loaded 9mm handgun while on state probation for a drug charge. On February 13, 2018, U.S. District Court Chief Judge John A. Jarvey handed down a 46-month sentence for the felony firearms conviction, marking the end of the line for Davis’s second brush with the law in less than a year.

The bust went down on February 1, 2017, when Davenport Police pulled over a vehicle Davis was riding in. Inside the car, officers found a loaded 9mm handgun and a stash of marijuana—both tied directly to Davis. At the time, he was already under court supervision, having received a deferred judgment for unlawful possession with intent to deliver heroin. That leniency evaporated the moment cops found the gun.

Davis pleaded guilty to the federal charge of being a felon in possession of a firearm—a crime that carries stiff penalties, especially when probation is already in play. The U.S. Attorney’s Office for the Southern District of Iowa, led by Marc Krickbaum, prosecuted the case with an eye on deterrence, emphasizing Davis’s pattern of flouting the law despite multiple chances.

In addition to his 46-month prison term, Davis was ordered to serve three years of supervised release upon his release. He’ll also pay $100 to the Crime Victims’ Fund—a small price compared to the time he’ll lose behind bars. The firearm seized during the traffic stop was officially forfeited to the government.

The investigation was a joint effort between the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Davenport Police Department. Cooperation between local and federal agencies turned a routine traffic stop into a federal prosecution, tightening the noose on repeat offenders operating in Iowa’s river cities.
