Delaware Nurse Practitioner, Medicare Fraud, Delaware 2023

WILMINGTON, Del. – Sandra Jackson, a former nurse practitioner now living in Florida, has resolved allegations of defrauding Medicare out of approximately $520,000. The settlement, announced by Acting U.S. Attorney Dylan J. Steinberg, centers around Jackson’s practice of ordering medically unnecessary genetic testing and durable medical equipment for Delaware residents she never even met.

Between September 2018 and April 2019, Jackson, without conducting any physical examinations or establishing a legitimate provider-patient relationship, digitally signed hundreds of orders for tests and equipment. The orders were pre-populated by unknown parties, and Jackson routinely signed them within seconds of opening them – a clear indication of her lack of medical oversight. She then abandoned the beneficiaries, offering no follow-up care whatsoever.

“Health care providers who authorize medically unnecessary testing and equipment waste taxpayer dollars,” Steinberg stated bluntly. “This office will continue to aggressively pursue providers whose medical decisions are guided by personal profit instead of individual patient care.” The case highlights a growing trend of unscrupulous medical professionals exploiting the Medicare system for personal gain.

Maureen R. Dixon, Special Agent in Charge of the U.S. Department of Health and Human Services Office of the Inspector General (HHS-OIG), emphasized the importance of program integrity. “Providers that participate in the federal health care system are required to obey the laws and regulations meant to protect the integrity of these programs,” she said. “HHS-OIG remains committed to promoting compliance in HHS programs and investigating alleged misconduct that target them.”

Assistant U.S. Attorney Claudia L. Pare and Affirmative Civil Enforcement Auditor David Cheung handled the matter. While the settlement resolves the allegations, it’s crucial to note that no determination of liability has been made. The government’s relentless pursuit of cases like Jackson’s underscores its commitment to combating healthcare fraud, utilizing tools like the False Claims Act to hold offenders accountable.

Details of the settlement agreement and supporting documentation are available on the U.S. Attorney’s Office for the District of Delaware website. This case serves as a stark warning: exploiting the Medicare system will not be tolerated.
