Cesar Ruben Yllescas, a 52-year-old Peruvian national, has been charged with illegally reentering the US, marking his third run-in with immigration authorities. Yllescas, who has a history of narcotics and other offenses in Connecticut and Massachusetts, was arrested on March 20, 2026, by the West Springfield, Massachusetts Police Department for motor vehicle-related charges and an outstanding warrant. He was subsequently arrested by ICE Enforcement and Removal Operations on March 23, 2026.
Yllescas’ troubled past includes multiple arrests, convictions, and sentences in Connecticut Superior Court and Chicopee, Massachusetts District Court between 1995 and 2015. His crimes ranged from narcotics offenses to threatening, assault, and failure to appear in court. In June 2016, he was deported to Peru, only to reenter the US and be convicted of unlawful reentry in federal court, resulting in a 10-month prison sentence in December 2019.
After being deported again in May 2020, Yllescas once more illegally reentered the US. His latest arrest has landed him in federal court, where he faces a maximum term of imprisonment of 20 years if convicted of the charge of unlawful reentry. Yllescas appeared before U.S. Magistrate Judge Thomas O. Farrish in Hartford and was ordered detained.
The case is part of Operation Take Back America, a nationwide initiative that aims to crack down on illegal reentry and other crimes. The investigation was conducted by U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations, and the case is being prosecuted by Assistant U.S. Attorney Neeraj N. Patel.
