HUNTINGTON, W.Va. – Robert Lamar Payne, 31, from Detroit, has pleaded guilty to possession of heroin with the intent to distribute, according to United States Attorney Booth Goodwin.
Payne’s alleged activities took place between 2012 and 2014, when he conspired with others to distribute heroin in the Huntington area. He used an apartment on 12th Avenue in Huntington as a base for his operations, storing and distributing the drug there.
The fateful day of February 13, 2014, marked the end of Payne’s reign of terror. Huntington Violent Crimes and Drug Task Force agents raided the apartment, uncovering around 41 grams of heroin, two firearms, and $2,411 in cash. Payne was also apprehended at the Super 8 Motel on 16th Street Road with Derrick Goodwin, another accomplice, where they had over 200 grams of heroin and $2,915 in cash.
Payne’s sentence could reach up to 40 years in federal prison, along with a fine of $5 million. His sentencing is scheduled for May 26, 2015.
The hearing was presided over by Chief United States District Judge Robert C. Chambers.
This case is a testament to the relentless efforts of the Huntington Violent Crimes and Drug Task Force, led by Assistant United States Attorney Joseph Adams, who is now handling the prosecution.
