Dallas real estate developer Devin Hall, 44, has admitted to bribing a Dallas City Council member to steer taxpayer-funded loans to his Grand Park Place apartment project. Hall pleaded guilty Thursday to conspiracy to commit bribery of an agent of local government receiving federal benefits, marking another explosive chapter in the federal crackdown on corruption at City Hall.
According to plea papers unsealed today, Hall paid at least $8,000 in cash bribes to “Council Member A” — the representative of Dallas City Council District 7 and Chair of the city’s Housing Committee — between 2013 and 2015. The payments, made in installments of $750 to $1,000, were delivered directly or through an intermediary. In return, the council member voted to approve $650,000 in forgivable city loans for Hall’s development and pushed to extend the project’s deadline by two years — both of which were approved by the full council.
U.S. Attorney Erin Nealy Cox didn’t mince words: “We saw a real estate developer who purchased political influence, and a city council member who chose to line her pockets at the expense of taxpayers.” Cox emphasized that the Department of Justice is targeting every link in corruption chains — payers, recipients, and facilitators — and vowed to purge such schemes from local government.
FBI Dallas Special Agent in Charge Matthew DeSarno reinforced that message, stating, “Public corruption is a top priority.” He warned that the FBI will continue partnering with local and federal agencies to expose and prosecute those who undermine fair development processes through illicit payments and backroom deals.
Hall also promised the council member a consulting job after her term-limited exit — a future payoff cementing the quid pro quo. Both parties knew the arrangement was illegal, Hall admitted in court filings. The council member, now deceased, was never charged in this specific scheme, though she previously pleaded guilty to a separate bribery case involving another developer before her death.
Hall now faces a statutory maximum of five years in federal prison. No sentencing date has been set. The investigation was conducted by the FBI’s Dallas Field Office and IRS-Criminal Investigations. Assistant U.S. Attorneys Marcus Busch and Andrew Wirmani are prosecuting the case.
