Devine Shawn Felder, Felon in Possession of a Firearm, Iowa 2023

Federal authorities have come down hard on a Sioux City felon with a history of violence, sentencing him to over 5 years in federal prison for illegally possessing a loaded handgun.

Devine Shawn Felder, 41, originally from Louisiana, was sentenced by Chief Judge Leonard T. Strand to 70 months in federal prison for the crime, which he pleaded guilty to in December 2022.

The evidence against Felder showed that on July 22, 2022, he fled from Sioux City Police Officers who were attempting to contact him regarding an active felony warrant. Felder was stopped a short distance away with a loaded handgun, which had a round in the chamber.

Felder’s history of violence is well-documented, with previous convictions including burglary, battery, felon in possession of a firearm, domestic abuse battery, assault causing bodily injury, criminal mischief, and aggravated assault. A result of these convictions, Felder is incapable of legally possessing a gun.

The case was brought under the auspices of Project Safe Neighborhoods (PSN), a program designed to reduce violent crime through a collaborative effort between law enforcement and community-based prevention programs.

The case was investigated by the Sioux City Police Department and prosecuted by Assistant United States Attorney Forde Fairchild. Felder is currently being held in the custody of the United States Marshal’s Service, awaiting transport to a federal prison.

As part of his sentence, Felder must also serve a 3-year term of supervised release after completing his prison term. There is no parole available in the federal system.
