‘Dobbs Ferry ‘Ghost Gun’ Kingpin Caught Red-Handed

A notorious ‘ghost gun’ kingpin from Dobbs Ferry, New York, has been caught with his hands in the cookie jar, literally. James Neff, a convicted felon, was arrested yesterday and charged with illegal possession of numerous firearms and ammunition, including ‘ghost guns,’ and suspected explosive materials and devices.

According to the U.S. Attorney’s Office for the Southern District of New York, the 61-year-old Neff was found to be in possession of over 30 firearms, including assault rifles and unregistered ‘ghost guns,’ as well as a significant amount of ammunition. The investigation, led by the FBI, also uncovered suspected explosives-related materials, including books on how to make homemade or improvised explosives.

As alleged in the Complaint filed in White Plains federal court, Neff admitted to owning the firearms and suspected explosives chemicals and related materials, which he stored at his house in Dobbs Ferry before moving them to storage units.

“As alleged, James Neff has again illegally stockpiled numerous firearms, including what appear to be assault rifles and personally manufactured firearms, or ‘ghost guns,’” said U.S. Attorney Damian Williams. “Our investigation remains ongoing, and I thank the dedication and expertise of our law enforcement partners and the career prosecutors of this Office who are diligently investigating this case and working tirelessly to keep ‘ghost guns’ and homemade explosives out of our communities.”

FBI Assistant Director in Charge James Smith added, “James Neff allegedly amassed and stored an alarming collection of suspected explosives, materials for improvised explosive devices, and more than 30 firearms – some of which were assault rifles and unregistered ‘ghost guns.’ There is no reasonable explanation to justify the arsenal law enforcement discovered, and convicted felons with access to such armaments pose an incredible threat to public safety.”

The investigation is ongoing, and Neff is being held without bail pending a future court appearance. If you have any information about this case, please contact the FBI at 1-800-CALL-FBI or tips.fbi.gov.
