OSHKOSH, WI – Douglas T. Murphy, 35, of Oshkosh, will spend the next nine years in federal prison after being convicted of being a felon in possession of a firearm and for a terrifying, hours-long standoff with police. The sentencing, handed down Monday by Senior U.S. District Court Judge William C. Griesbach, closes a case that exposed a brutal domestic situation and a blatant disregard for public safety.
According to court records, the nightmare unfolded on the evening of June 4, 2023, and bled into the early morning of June 5. Murphy repeatedly menaced several children inside a downtown Oshkosh residence, pointing a loaded Cobra .380 caliber handgun at them. The situation escalated when Murphy physically assaulted his girlfriend, the mother of the children, “pistol whipping” her and inflicting an open wound to her scalp. The children, fearing for their lives, dialed 911, triggering an almost six-hour siege.
Oshkosh Police Department officers quickly established a perimeter around the residence, recognizing the extreme danger posed by Murphy. Negotiators attempted to de-escalate the situation, but Murphy remained holed up inside, refusing to surrender. Around 6:00 a.m., the City of Oshkosh Police Department SWAT Team made a forced entry, apprehending Murphy and securing the scene. The loaded firearm was found near Murphy at the time of his arrest. The fact that the weapon was so readily accessible to him, despite his extensive criminal history, is a damning indictment of the system’s failures.
Murphy isn’t a first-time offender. Court documents reveal a lengthy rap sheet with prior felony convictions in Waukesha, Manitowoc, and Winnebago Counties. This history clearly weighed heavily on Judge Griesbach, who described Murphy’s conduct during the standoff as “serious and dangerous.” The judge cited Murphy’s repeated offenses and the threat he poses to the community as justification for the lengthy sentence, hoping to deter further criminal activity.
Assistant U.S. Attorneys Mike Schindhelm and Daniel R. Humble successfully prosecuted the case, presenting a compelling argument for a maximum penalty. The investigation was a collaborative effort between the City of Oshkosh Police Department, the Winnebago County Sheriff’s Office, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). While the conviction brings some measure of justice for the victims, the scars of this incident will undoubtedly linger.
Following his release from federal prison, Murphy will be subject to three years of supervised release. However, for the residents of Oshkosh, and especially for the family terrorized by his actions, the hope is that nine years behind bars will be enough to prevent Murphy from ever again inflicting such violence on the community. The case serves as a stark reminder of the dangers of domestic violence and the importance of swift and decisive action by law enforcement when lives are at risk.
