Dover man Jon Henry, 24, has pleaded guilty to conspiring to straw purchase a 9 mm handgun — the second time he’s been convicted of the same federal offense. Henry admitted to orchestrating the illegal acquisition while on supervised release for his 2015 conviction, flagrantly violating the terms of his probation and exposing a pattern of gun trafficking linked to gang activity in Dover.

Alongside the firearms conspiracy charge, Henry also pleaded guilty to possession of a firearm by a convicted felon and possession of marijuana with intent to distribute. Each charge carries severe penalties: up to five years and a $250,000 fine for the conspiracy, up to 10 years and $250,000 for illegal firearm possession, and another five years plus $250,000 for drug distribution. Sentencing is pending, but prosecutors are expected to argue for maximum penalties given Henry’s repeat conduct.

According to court records, Henry arranged for a proxy — someone with a clean record — to legally buy the weapon on his behalf, a classic straw purchase scheme. Surveillance footage from the gun store shows both the buyer and Henry inside the store together, undermining any claim of separation. Authorities say Henry then openly brandished the firearm in Snapchat videos, flaunting the weapon online like a trophy of street credibility.

The 2015 case followed nearly the same blueprint: Henry arranged a straw purchase, obtained a firearm illegally, and passed it to another member of the West Side Gang in Dover. Prosecutors argued then — and evidence suggests again — that the earlier gun was used in a shooting. That prior conviction earned Henry 21 months in federal prison, a sentence clearly failing to deter his return to the same criminal behavior.

Police first re-encountered Henry with the firearm during a traffic stop in July 2017. The weapon was in his possession, confirming active violation of federal law. The investigation, led by the Dover Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives, relied heavily on digital evidence, including social media posts and surveillance video, to build the case against him.

Acting U.S. Attorney David C. Weiss didn’t mince words: ‘We are determined to keep guns out of the hands of criminals. Too many violent crimes result from straw purchasers buying guns for people who should not have them.’ Assistant U.S. Attorney Jennifer K. Welsh is handling the prosecution, signaling federal intent to crack down on repeat gun offenders with aggressive charges and stiff prison terms.
