Christopher Scruggs, a 50-year-old former Dubuque resident, was sentenced to over 12 years in federal prison for receiving and possessing child pornography. The sentence was handed down on September 20, 2018, by Chief United States District Court Judge Leonard T. Strand in Cedar Rapids.
Scruggs pleaded guilty on April 2, 2018, to one count of receipt of child pornography and one count of possession of child pornography. During the plea hearing, Scruggs admitted to receiving and possessing child pornography between 2009 and 2014.
The investigation into Scruggs was a collaborative effort between the Dubuque County Sheriff’s Office, the Scott County Sheriff’s Office, the Davenport Police Department, the Dubuque Police Department, and the Clinton County Sheriff’s Office.
Assistant United States Attorney Mark Tremmel prosecuted the case, which was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat child sexual exploitation and abuse.
As part of his sentence, Scruggs was ordered to pay $21,500 in restitution to several victims depicted in the images he possessed. He was also required to comply with all sex offender registration and public notification requirements and serve a five-year term of supervised release.
Scruggs was sentenced to 151 months’ imprisonment and was also assessed a special penalty of $200. The case file number is CR 17-1048, and court file information is available at ecf.iand.uscourts.gov/cgi-bin/login.pl.
The investigation and prosecution of child pornography cases is a top priority for law enforcement agencies across the country. Project Safe Childhood has been instrumental in locating, apprehending, and prosecuting individuals who sexually exploit children, and identifying and rescuing victims.
