Dushko Vulchev, Hate Crime, Massachusetts 2020

BOSTON – A devastating crime has shaken the community of Springfield, Massachusetts. On December 28, 2020, a fire destroyed the Martin Luther King, Jr. Community Presbyterian Church, a predominantly Black congregation. The church, named in honor of civil rights leader Dr. Martin Luther King, Jr., has been a staple in the community for years.

According to federal charges, Dushko Vulchev, a 44-year-old man from Houlton, Maine, is responsible for the arson. Vulchev is currently in state custody and is expected to make an initial appearance in federal court in Springfield at a later date.

The charges against Vulchev include four counts of damage to religious property involving fire and one count of use of fire to commit a federal felony. If convicted, Vulchev faces up to 20 years in prison, three years of supervised release, and a fine of up to $250,000. The charge of use of fire to commit a federal felony carries a minimum sentence of 10 years in prison.

Investigation into the crime revealed that Vulchev had been to the scene of the fire on multiple occasions, including the day before the arson. Security video and location data from Vulchev’s mobile telephone also placed him at the scene of the crime. Additionally, a search of Vulchev’s vehicle and electronic devices revealed messages and images demonstrating his hatred of Black people.

The investigation was a collaborative effort between federal and local law enforcement agencies, including the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms & Explosives, and the Springfield Police Department.

The case is being prosecuted by Assistant U.S. Attorney Deepika Bains Shukla and Trial Attorneys Timothy Visser and Kyle Boynton of the Justice Department’s Civil Rights Division.

The details contained in the criminal complaint are allegations. Vulchev is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
