Assault Rocks Roxbury Correctional Institution: Defendants Dustin Norris and Ryan Lohr’s Dark Past Exposed
Hagerstown, Md. – In a shocking turn of events, Dustin Norris and Ryan Lohr, two former correctional officers at Roxbury Correctional Institution (RCI), have been sentenced for their roles in the assault of an inmate. The incident occurred on March 9, 2008, leaving a trail of destruction and a community seeking justice.
The victim, identified as K.D., was assaulted by Norris and other officers during the day shift. Lohr, who was also involved in the conspiracy, admitted to watching the assault and later witnessing a supervisor attempting to destroy surveillance footage related to the incident.
Norris and Lohr pleaded guilty to conspiracy and cooperated with the government during the federal investigation. They testified for the prosecution at the trial of former RCI Sergeant Josh Hummer, who was convicted of obstruction of justice.
U.S. District Judge James K. Bredar handed down the sentences, with Norris receiving 15 months in prison and Lohr ordered to serve one year and one day. The Justice Department has made it clear that correctional officers who abuse their power will face the full force of the law.
As the investigation continues, 16 current or former RCI officers have been convicted in connection with the assaults carried out on K.D. on March 8-9, 2008. Eight former officers still await sentencing before Judge Bredar.
The Frederick Resident Agency of the FBI conducted the investigation, with Special Litigation Counsel Forrest Christian and Trial Attorney Sanjay Patel of the Civil Rights Division leading the prosecution, assisted by Assistant U.S. Attorney Michael Cunningham for the District of Maryland.
