Eagle Butte Man Indicted for Sex Offender Registry Violation

Elliott Robert Blue Coat, a 45-year-old man from Eagle Butte, South Dakota, is facing federal charges for failing to register as a sex offender—a violation that carries a potential decade behind bars. The indictment, handed down November 9, 2021, by a federal grand jury, accuses Blue Coat of knowingly dodging his legal obligation to keep his registration current while living in Mobridge, South Dakota.

Between July 16, 2021, and September 16, 2021, Blue Coat failed to register and update his information as required under federal law, despite being previously convicted of a sex offense that mandated such reporting. That lapse triggered a multi-agency investigation and ultimately landed him in federal court, where he appeared before U.S. Magistrate Judge Mark A. Moreno on November 16, 2021, and entered a plea of not guilty.

If convicted, Blue Coat faces up to ten years in federal prison, a $250,000 fine, mandatory lifetime supervised release, and a $100 payment to the Federal Crime Victims Fund. The court may also impose restitution, though specifics have not yet been determined. The charges remain allegations, and Blue Coat is presumed innocent until proven guilty.

The investigation was a coordinated sweep involving the U.S. Marshals Service, Mobridge Police Department, Campbell County Sheriff’s Office, Walworth County Sheriff’s Office, Corson County Sheriff’s Office, and the South Dakota Division of Criminal Investigation. Assistant U.S. Attorney Cameron J. Cook is leading the prosecution.
