Edwin Caban, Assault and False Report, New York 2016

Former Social Security Administration (SSA) Security Guard Edwin Caban, 48, pleaded guilty to creating a false incident report in which he intentionally omitted the fact that he had repeatedly punched a visitor at a branch of the SSA in Manhattan, New York.

According to the allegations, on June 22, 2016, Caban, a Protective Security Officer, punched a visitor, identified as Victim-1, four times in the chest and ribs, causing him to suffer bodily injuries, including fractured ribs, bruising, and physical pain.

The incident was captured on surveillance cameras, which showed Caban attempting to move Victim-1’s wheelchair, accusing him of taking a picture with his cellphone, and then pushing him backward, leading to a struggle in the elevator bank.

Caban’s partner, another protective security officer, arrived on the scene and witnessed the altercation, but failed to intervene. After several minutes, Caban and his partner escorted Victim-1 out of the elevator bank and back into the main floor area.

As a result of the attack, Victim-1 suffered serious injuries and was forced to call 911, where two New York City Police Department officers responded to the scene.

Caban, who was an employee of a contractor for the Federal Protective Service of the United States Department of Homeland Security, pleaded guilty to a Superseding Indictment before U.S. District Court Judge Lorna G. Schofield, who will impose sentencing.

Manhattan U.S. Attorney Geoffrey S. Berman said, ‘Protective Security Officers are charged with protecting those who enter federal facilities. But, as he admitted in court, Protective Security Officer Edwin Caban repeatedly punched a visitor and then filed a false incident report omitting that fact.’

The case against Caban is a stark reminder of the importance of accountability and transparency in our nation’s law enforcement agencies.

Caban faces sentencing for his crimes and could potentially face prison time for his actions.
