St. Thomas man Elijah Hakim, 34, is behind bars, facing federal charges for allegedly orchestrating a fentanyl mail ring from Georgia to the U.S. Virgin Islands. Arrested September 14, 2021, in Atlanta, Hakim was transported back to St. Thomas to face justice in a growing crackdown on opioid smuggling through the postal system.
According to court documents, federal investigators from the Drug Enforcement Administration (DEA), the United States Postal Inspection Service (USPIS), and Homeland Security Investigations (HSI) launched a probe in April 2021 after detecting a pattern of suspicious packages shipped via the United States Postal Service (USPS) from Georgia to St. Thomas. The trail led straight to Hakim, accused of conspiracy to possess with intent to distribute fentanyl.
The first red flag came April 30, 2021, when Customs and Border Protection (CBP) officers in San Juan, Puerto Rico, intercepted a package containing 150 fentanyl-laced pills—weighing about 18 grams. The shipment was mailed by Hakim’s girlfriend, but USPS records show Hakim had previously tracked deliveries to the same address. Investigators say the link was too consistent to ignore.
Then on May 20, 2021, CBP officers in St. Thomas seized a second package—this one holding 200 pills, approximately 25 grams, all testing positive for fentanyl. Forensic analysis turned up latent fingerprints on the sealing tape that matched Hakim’s. The evidence formed a direct chain from the packages to the defendant.
Hakim appeared before U.S. District Court Magistrate Judge Ruth Miller on November 17, 2021. Two days later, Judge Miller ordered him detained without bond, citing flight risk and the severity of the charges. He remains in federal custody as the case moves forward.
Hakim is charged with conspiring to possess with intent to distribute a controlled substance under 21 U.S.C. §§ 841(b)(1)(B) and 846. If convicted, he faces up to 40 years in prison. A federal district court judge will impose the sentence after weighing the U.S. Sentencing Guidelines and other legal factors. This case is being prosecuted by The United States Attorney’s Office for the District of the Virgin Islands. A criminal complaint is merely an allegation—Hakim is presumed innocent until proven guilty beyond a reasonable doubt.
