A massive federal crackdown has shattered a drug pipeline stretching from the streets of Western New York to San Juan, Puerto Rico, with Felix Calderon-Valcarcel, 28 of Lackawanna, NY, identified as a central figure in a conspiracy to distribute cocaine, heroin, and fentanyl. Eight defendants were arrested in connection with the scheme, which relied on the U.S. Postal Service to move kilos of narcotics and cash across state lines. The charges carry a mandatory minimum of 10 years in prison, a maximum sentence of life, and a $10,000,000 fine.
The indictment, unsealed in Buffalo, also names Annette Lugo Rodriguez, 39 of San Juan, Puerto Rico; Vivian Pintado-Figueroa, 40 of San Juan, Puerto Rico; Wilmer Casiano-Perez, 25 of Lackawanna, NY; Yarimar Berrios Alvarado, 24 of Lackawanna, NY; Lavon Parks, 28 of Niagara Falls, NY; James C. Parks, 55 of Niagara Falls, NY; and Wayne E. Paye of Niagara Falls, NY. Assistant U.S. Attorney Laura A. Higgins, leading the prosecution, claims the network funneled bulk cocaine through USPS parcels—often hiding drugs inside household appliances.
It began unraveling on May 26, 2017, when a postal inspector flagged a suspicious package mailed by Lavon Parks from San Juan to Niagara Falls. Five days later, a federal search warrant revealed a kilogram of cocaine concealed inside a toaster oven. That seizure marked the first hard evidence in a trail that would expose a cross-country operation funneling drugs through mail and cash couriers.
The operation extended beyond the mailbox. On November 30, 2017, Lavon Parks, James Parks, and Wayne Paye were pulled over on Interstate 40 in Hickman County, Tennessee, after committing multiple traffic violations. James Parks first claimed they were returning from a conference in Pensacola, Florida—a story that collapsed under scrutiny. He later admitted driving from Buffalo to Houston to pick up the others. A search of the rental car uncovered 3.5 kilograms of cocaine stashed in the spare tire compartment, wrapped in plastic and duct tape. Two smaller baggies of crack cocaine were also found inside.
From July 2018 to February 2019, investigators intercepted approximately 10½ kilos of cocaine and $52,000 in U.S. currency shipped via USPS between Puerto Rico and states including New York, Florida, Alaska, Georgia, and Pennsylvania. In separate operations, “sneak and peek” searches revealed an additional $55,700 in cash and money orders linked to drug payments. Annette Lugo Rodriguez and Vivian Pintado-Figueroa are accused of orchestrating the Puerto Rico end—shipping drugs and collecting payments through the mail.
Federal agents intensified surveillance on March 26, 2019, when Felix Calderon-Valcarcel was seen leaving his residence at 179 East Abbott Grove in Orchard, Lackawanna, marking a critical point in the probe. Authorities say the network operated with military precision, exploiting postal routes and interstate highways to feed addiction and violence in Western New York. The investigation continues as prosecutors seek to dismantle every node in the chain.
