James E. Podolske Jr., 59, of Panama City, Florida, stood before a federal court yesterday and admitted to a years-long scheme of fraud and corruption that exploited his position as Chief of Air Force Fire Services. Podolske pleaded guilty to one count of wire fraud and a violation of the Procurement Integrity Act, marking the fall of a once-respected military official.
According to court documents, Podolske knowingly disclosed sensitive Department of Defense contract bid information to favored corporate defense contractors, giving them an illegal edge in securing lucrative government deals. The breach of trust occurred while he held one of the Air Force’s top fire safety positions, a role built on integrity and public service — principles he betrayed for personal gain.
Between 2009 and 2013, Podolske ran a sham charity operation under the guise of an awards banquet and golf outing tied to the International Association of Fire Chiefs conference. He solicited donations from defense contractors and subcontractors — including several based in the Eastern District of Wisconsin — who were eager to curry favor with the Air Force. The solicitations were not innocent fundraisers; they were leverage.
While some donations went to legitimate charities, many were funneled directly into Podolske’s personal bank account. He admitted to using the stolen funds to pay off credit card debt, finance vacations, and gamble at casinos along the Gulf Shore. The fraud spanned multiple years and defrauded approximately 25 businesses and individuals of tens of thousands of dollars annually.
At sentencing, Podolske faces up to 25 years in federal prison, a $500,000 fine, and three years of supervised release. The government also intends to seize assets traceable to his criminal conduct. As part of his plea agreement, Podolske resigned his position as Fire Chief of the U.S. Air Force effective October 21, 2016 — a resignation that now reads less like retirement and more like retreat.
The investigation was led by the U.S. Air Force Office of Special Investigations, the FBI, the Defense Criminal Investigation Service, and the Naval Criminal Investigation Service. Assistant U.S. Attorney Daniel R. Humble is prosecuting the case in the Eastern District of Wisconsin. The fall of James Podolske is a stark reminder: even those sworn to protect can become predators in plain uniform.
