George H. Moses, 50, of Rochester, NY, is staring down federal prison time after being indicted on two counts of making false statements to FBI agents probing a web of suspect contracts tied to public housing funds. The former Chairman of the Rochester Housing Authority (RHA) allegedly fed lies to federal investigators as they unraveled financial dealings involving hundreds of thousands in HUD-backed loans and shadowy third-party agreements.
The indictment, returned by a federal grand jury in Buffalo, accuses Moses of deliberately misleading FBI Special Agents during interviews about his knowledge of contracts between the Rochester Housing Charities (RHC) and Capital Connection Partners LLC (CCP). Moses, who served as RHA Board Chair and later appointed himself to the RHC board, stands accused of covering up his ties to Adam McFadden and Caesar Development LLC — a firm that funneled 75% of an $87,500 RHC contract through a so-called pass-through agreement.
Among the lies laid out in court documents: Moses claimed he couldn’t recall who introduced CCP to RHC, despite knowing McFadden brought the company forward. He denied knowledge of subcontractors, even as Caesar Development LLC executed work under the contract. He feigned surprise when told McFadden received funds — though he allegedly knew the payments were flowing. He even lied about the origins of RHC board meeting minutes, claiming he first saw them at a meeting when, in fact, he received them via email from McFadden weeks earlier.
The scheme hinges on a $300,000 loan Moses orchestrated from the RHA to the RHC on March 25, 2015 — just before the RHC awarded CCP the $87,500 contract. That loan, drawn from HUD funds meant for low-income housing, now sits under federal scrutiny as investigators probe whether public money was diverted for private gain. Moses’ dual roles on both boards created a conflict of interest ripe for exploitation.
Moses was arraigned before U.S. Magistrate Judge Marian W. Payson and released on conditions. He faces a maximum of five years in prison and a $250,000 fine on each count if convicted. Assistant U.S. Attorney Richard A. Resnick is prosecuting the case, emphasizing that deception to federal agents is a serious federal crime — separate from any underlying fraud.
The investigation was conducted by the FBI under Special Agent-in-Charge Gary Loeffert and the Department of Housing and Urban Development’s Office of Inspector General, led by Special Agent-in-Charge Brad Geary. The indictment sends a clear signal: even when public officials don’t steal directly, lying to cover their tracks lands them in handcuffs. The case remains ongoing.
