The Federal Deposit Insurance Corporation (FDIC) has dropped a bombshell on the banking industry with its internal review of Signature Bank’s collapse. The report, titled ‘FDIC’s Supervision of Signature Bank,’ exposes a litany of failures in both management and oversight that led to the bank’s downfall.
According to the FDIC, poor management was at the heart of Signature Bank’s failure. The bank’s board of directors and management chased rapid growth without implementing adequate risk management practices. This included an overreliance on uninsured deposits and a lack of fundamental liquidity risk management controls. The report also blasts the bank for its disregard for good corporate governance practices, ignoring FDIC examiner concerns and failing to address supervisory recommendations in a timely manner.
While acknowledging its own oversight failures, the FDIC’s report states that it could have escalated supervisory actions sooner. It highlights challenges with examination staff resources that impacted the timeliness and quality of examinations. The report concludes that both the bank and the FDIC could have taken more proactive measures to prevent the collapse.
Signature Bank, New York’s premier private bank, was shut down by the New York Department of Financial Services on March 12, 2023. The FDIC took over as receiver and established Signature Bridge Bank, N.A., before transferring its deposits and certain assets to Flagstar Bank in a deal brokered on March 19.
The internal review report recommends several actions for the FDIC to consider or further study, including examination guidance, processes, and resources. The grim analysis serves as a stark reminder of the risks involved in the financial sector and the importance of vigilant oversight.
