The U.S. Attorney’s Office for the District of Utah announced the termination of the monitorship agreement, deeming UTA’s substantial compliance with the requirements and non-prosecution agreement.

In 2017, UTA entered into a non-prosecution agreement with the U.S. Attorney’s Office, stemming from a federal investigation into the authority’s operation of mass public transit services, application for federal grants, and expenditure of federal funds. The agreement focused on four core issues: inadequate controls over federal funds, improper handling of property acquisition, non-compliance with ethical standards, and improper approval of executive bonuses.

As part of the agreement, a third-party monitor was retained to oversee the implementation of reforms and recommend additional improvements. The monitorship was broken down into three phases, with the first phase involving an investigatory inquiry and the second phase focusing on the adoption of critical reforms.

During the second phase, UTA implemented new policies and standard operating procedures related to the four core issues, including the clarification of the Local Advisory Council’s role and authority, new conflict of interest policies, and the establishment of an independent risk management function. An ethics hotline and a completely anonymous process for whistleblowers were also implemented.

Following the successful completion of the monitorship, the U.S. Attorney’s Office notified UTA that the federal monitorship is deemed completed and terminated, effective immediately. The successful termination of the monitorship marks a significant milestone for UTA, with officials praising the effective collaboration and commitment to reform.
