A 15-year-old boy lies dead on a sidewalk in San Francisco’s Mission District, shot down in the early hours of July 8, 2019, by a gang member who mistook him for a rival. Now, more than four years later, 22-year-old Fernando Madrigal of San Francisco has been charged in the killing, according to a federal complaint unsealed today. Madrigal, alleged member of the San Francisco Mission District Norteños, faces charges in a murder that prosecutors say was not only senseless, but also sparked a violent chain of retaliation and a high-speed police chase through city streets and major highways.

The shooting occurred just a block from the 24th and Mission BART Station, where surveillance footage and forensic evidence link Madrigal and fellow gang members to the fatal gunfire. The victim, identified only by his school ID, was not affiliated with any gang. According to the complaint, the killing stemmed from a mistaken identity—Madrigal and his crew believed the teen was a member of a rival faction. Moments after the murder, they fled in a vehicle, crossed into rival territory, and fired at least one shot into a public housing complex before encountering San Francisco Police Department officers.

What followed was a reckless, high-speed pursuit. Madrigal and his accomplices led SFPD officers through the narrow streets of the Mission District before merging onto Highways 101 and 280. The chase ended when the suspects managed to escape, disappearing into the city’s underbelly. It took federal investigators and the SFPD Gang Task Force more than a year to piece together digital evidence, witness statements, and ballistic reports to identify Madrigal as the shooter. He was arrested earlier today in San Francisco, ending a long manhunt.

“This killing was senseless,” said U.S. Attorney David L. Anderson. “The Mission District is a wonderful neighborhood, a diverse neighborhood, a neighborhood of children and young families and the elderly. The Mission District deserves to be just as free from gang warfare as every other neighborhood in San Francisco.” Anderson vowed continued collaboration with local law enforcement to dismantle violent street gangs, emphasizing that no community should live in fear of random gunfire.

FBI Deputy Special Agent in Charge Craig D. Fair echoed the outrage: “This murder was senseless and horrific. The FBI’s Safe Streets Task Force will continue to investigate street violence that’s targeting the children of our city, and, disproportionally, communities of color and people who are struggling to get by.” Fair stressed that federal resources are being deployed to protect vulnerable neighborhoods from the terror of organized crime.

Madrigal’s initial appearance before a U.S. Magistrate Judge has not yet been scheduled. The complaint charges him with murder in connection with a racketeering enterprise, a crime eligible for the death penalty. More likely, he faces a maximum sentence of life in prison and a fine of $250,000 if convicted. The case is being prosecuted by the Organized Crime Strike Force of the U.S. Attorney’s Office, following a yearlong investigation by the FBI, the SFPD Gang Task Force, and SFPD Homicide. A complaint merely alleges crimes; all defendants are presumed innocent until proven guilty beyond a reasonable doubt.
