TAMPA, FL – A 60-year-old St. Petersburg man is facing federal charges after allegedly planting an improvised explosive device (IED) at the Bay Pines Veterans Affairs Hospital, according to a criminal complaint unsealed today. Mark Edward Allen was arrested and charged with possession of unregistered explosive devices, a crime that carries a maximum penalty of 10 years in federal prison.
The incident unfolded on May 29, 2019, when law enforcement – including the FBI and Tampa Police Department – responded to a report of a suspicious device at the VA Hospital. Bomb technicians swiftly determined the package contained a dangerous mix: a 9-volt battery, electrical wires, a makeshift initiator, an unidentified powder, and a crude clothespin switch. Thankfully, the device was rendered safe before it could detonate, averting a potential tragedy.
The investigation didn’t stop there. Just two days later, a concerned citizen contacted authorities, reporting that Allen had been constructing similar devices at his home. The tip led investigators to another IED, mirroring the one found at the hospital, complete with electrical wires, an unknown black powder, and a light-bulb initiator. Once again, bomb technicians safely dismantled the dangerous creation. Federal investigators quickly connected Allen to both devices.
Details revealed in the criminal complaint paint a disturbing picture of a man allegedly engaging in the creation of potentially lethal weapons. The nature of the unknown powders found in both devices is currently under further analysis, investigators stated. While the motive remains unclear, the placement of the IED at a facility serving vulnerable veterans raises serious questions about Allen’s intent.
Allen made his initial appearance in federal court on June 4, 2019, and was ordered detained pending further legal proceedings. Authorities are tight-lipped about ongoing aspects of the investigation, but are assuring the public that all avenues are being explored. A criminal complaint is simply the first step in the legal process, and Allen is presumed innocent until proven guilty beyond a reasonable doubt.
The investigation is a collaborative effort led by the Federal Bureau of Investigation, with critical assistance from the Tampa Police Department, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the U.S. Department of Veterans Affairs Police, the Department of Veterans Affairs – Office of Inspector General, the Florida Department of Law Enforcement, and the St. Petersburg Police Department.
