BUFFALO, N.Y. – Angela Burdorf, 44, of New Port Richey, Florida, has been convicted by a federal jury of running a predatory debt collection racket that preyed on vulnerable residents of Western New York. The verdict, handed down today, marks a significant win for federal investigators battling the proliferation of illegal debt collection operations.
Burdorf faces a stiff penalty for her crimes: a maximum of 30 years in prison and a $1,000,000 fine. U.S. Attorney Trini E. Ross announced the conviction, stemming from a scheme that operated between March 2016 and May 2017, spanning several towns including Kenmore, Buffalo, Lackawanna, and the Town of Niagara.
Assistant U.S. Attorneys Franz M. Wright and Aaron J. Mango detailed how Burdorf and her co-conspirators systematically defrauded debtors through a variety of illegal tactics. These included attempting to collect on debts already paid, inflating the amounts owed, and aggressively pursuing payments on phantom debts. The operation wasn’t about legitimate collection; it was about intimidation and squeezing money from people, regardless of legal justification.
The scheme relied heavily on deception. Burdorf’s businesses routinely used false and threatening statements during collection calls, referencing nonexistent criminal statutes and fabricating threats of arrest warrants. A particularly brazen tactic involved routing debtors to employees posing as attorneys, a calculated move designed to instill fear and coerce payment. This wasn’t collection – it was psychological warfare.
The investigation, a collaborative effort between Immigration and Customs Enforcement (ICE) Homeland Security Investigations, the Internal Revenue Service (IRS) Criminal Investigation Division, the U.S. Postal Inspection Service, and the Federal Bureau of Investigation, uncovered the full extent of Burdorf’s fraudulent enterprise. Special Agents-in-Charge Matthew Scarpino, Thomas Fattorusso, Ketty Larco-Ward, and Matthew Miraglia led the respective agencies in bringing Burdorf to justice.
Sentencing is scheduled for November 26, 2024, at 12:30 p.m. before U.S. District Judge Richard J. Arcara, who presided over the trial.
