A former IRS employee is facing 39 counts of tax fraud in a brazen scam that swindled her clients out of over $237,000 in refunds. Sandra D. Mondaine, 64, of Grandview, Mo., was indicted by a federal grand jury on Tuesday, June 11, for her role in preparing and filing false and fraudulent income tax returns.

Mondaine, a former contact representative for the IRS, allegedly assisted at least 11 individuals in filing at least 39 false and fraudulent income tax returns for the tax years 2018 through 2021. The indictment alleges that Mondaine included fraudulent items on the clients’ tax returns, such as false filing status, itemized deductions, and capital gains and losses, in order to manufacture substantial refunds.

The tax loss associated with those false returns is approximately $237,329. Mondaine’s scheme allegedly involved the preparation and filing of false and fraudulent Forms 5695, Residential Energy Credits, which allowed her clients to claim inflated refunds.

The charges contained in this indictment are simply accusations, and not evidence of guilt. Evidence supporting the charges must be presented to a federal trial jury, whose duty is to determine guilt or innocence. This case is being prosecuted by Assistant U.S. Attorney Paul S. Becker.
