Four Philadelphia adults are facing federal charges in a brutal sex trafficking ring that exploited minors for profit, authorities announced today. A superseding indictment unsealed in the Eastern District of Pennsylvania names Collin Cowell (26), a/k/a “Tyson,” Rocio Ramos (38), a/k/a “Delci,” Idalis Mendez (20), a/k/a “Dali,” and Robert Broaddus (23) as key players in a criminal enterprise built on the sexual abuse of children.

According to the indictment, the defendants conspired to traffic three minors for commercial sex acts across Philadelphia. The operation was allegedly orchestrated with cold precision, leveraging fear, manipulation, and coercion to maintain control over the victims. Federal prosecutors allege the defendants advertised the minors online, arranged meetings with paying customers, and collected cash from illicit transactions—all while treating children as commodities.

Idalis Mendez faces additional charges beyond trafficking: one count of production of child pornography and one count of distributing child pornography. Collin Cowell and Mendez are also charged with distributing child sexual abuse material, signaling a digital trail of exploitation that extended beyond physical abuse. Investigators say electronic evidence, including photos, messages, and transaction logs, was recovered from multiple devices linked to the suspects.

If convicted, the penalties are severe and non-negotiable. Collin Cowell and Rocio Ramos each face life imprisonment with a mandatory minimum of 10 years. Robert Broaddus faces the same—life with 10 years mandatory. Idalis Mendez, despite her age, faces the harshest mandatory minimum: life in prison with 15 years required before eligibility for release. All face steep fines, restitution to victims, and federal special assessments.

The case was brought by the Federal Bureau of Investigation after a months-long investigation into underground sex trafficking networks in the city. Assistant United States Attorney Melanie Babb Wilmoth is leading the prosecution, emphasizing zero tolerance for the sexual exploitation of children. “These defendants didn’t just break the law—they shattered lives,” said a DOJ spokesperson. “We will use every tool to hold them accountable.”

An indictment is not a conviction. Collin Cowell, Rocio Ramos, Idalis Mendez, and Robert Broaddus are presumed innocent until proven guilty in a court of law. The case continues to unfold as pretrial proceedings begin in the Eastern District of Pennsylvania.
