Sex Offender Registration Violation Lands Mission Man in Hot Water
Frank White Thunder, a 29-year-old man from Mission, South Dakota, has been charged with failing to register as a sex offender, a federal offense with serious consequences.
According to court documents, White Thunder was convicted of Abusive Sexual Contact on April 29, 2008, and as a result, he is required to register as a sex offender under the Sex Offender Registration and Notification Act.
However, between April 24, 2016, and May 17, 2016, White Thunder allegedly failed to properly register as a sex offender, sparking a federal investigation.
White Thunder was indicted by a federal grand jury on May 17, 2016, and appeared before U.S. Magistrate Judge Mark A. Moreno on November 8, 2016, where he pleaded not guilty to the indictment.
As a convicted sex offender, White Thunder faces a maximum penalty of up to 10 years in custody and/or a $250,000 fine, along with a mandatory minimum of 5 years up to life of supervised release, and $100 to the Federal Crime Victims Fund. Restitution may also be ordered.
White Thunder was remanded to the custody of the U.S. Marshals Service pending trial. A trial date has not been set.
The investigation is being conducted by the U.S. Marshals Service, with Assistant U.S. Attorney Kirk Albertson prosecuting the case.
The charge is merely an accusation, and White Thunder is presumed innocent until proven guilty.
White Thunder’s alleged failure to register as a sex offender is a serious offense, and if convicted, he could face significant time in prison and financial penalties.
