Authorities seized a staggering haul during a search of his residence: $63,571 in cash, 300.5 grams of heroin, 16.4 grams of cocaine, and 976 grams of marijuana. Also recovered—a 12-gauge shotgun with its serial number ground off, triggering a separate firearms forfeiture order from Judge Bennett.

The probe, led by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) and the Frederick County Sheriff’s Office Narcotics Task Force, began as a wiretap-heavy surveillance campaign targeting a network moving drugs across central Maryland. Data pulled from Blackman’s phone revealed a steady stream of coded texts and calls coordinating pickups, drop-offs, and payments. Prosecutors say the volume and frequency pointed to a high-level distributor, not a street-level dealer.

In his plea agreement, Blackman admitted that between one and three kilograms of heroin were reasonably foreseeable as part of the conspiracy he joined—confirming law enforcement’s claim that he was deep in the supply chain. The cash seizure, authorities say, was the direct product of months of illicit sales, much of it funneled through discreet local transactions in and around Frederick’s residential neighborhoods.

U.S. Attorney Rod J. Rosenstein, who announced the sentence, credited HSI-Baltimore and the Frederick County Narcotics Task Force for dismantling the operation before it could spread further. “This sentence sends a message,” Rosenstein said. “We’re targeting not just users, but the engines of distribution.” Assistant U.S. Attorney Jason D. Medinger prosecuted the case as part of the Organized Crime Drug Enforcement Task Force initiative.

Blackman will serve his sentence in a federal correctional facility to be determined. The $63,571 in seized cash and the modified shotgun will be forfeited to the federal government. Authorities say the investigation remains ongoing and others tied to the conspiracy may still face charges.
