December 1, 1930. Washington D.C. – The 71st Congress convened today in a raucous mood, more akin to a rowdy tavern than the hallowed halls of power. As the senators and representatives of the American people gathered, the air was thick with the smell of cigar smoke, sweat, and stale liquor. The immediate business at hand was to pronounce the new Congress in session, but the real task at hand was to elect committees to inform President Herbert Hoover of their intentions.
