Devon Dwayne Reginald Glover, 21, a/k/a “Chiraq,” and Marshawn Michael Davison, 19, are behind bars, staring down federal charges tied to a pair of violent armed robberies that terrorized workers at Twin Cities businesses in June 2020. The indictment, announced by U.S. Attorney Erica H. MacDonald, paints a chilling picture of fear, force, and gunfire in daylight crimes that shattered the routine of ordinary employees.
The first robbery struck on June 16, 2020, when Glover and Davison stormed a Bloomington restaurant, using threats and physical violence to rob the business. During the chaos, Glover discharged a firearm inside the establishment—bullets flying, panic erupting. No one was physically injured, but the psychological toll on staff and patrons remains immeasurable. The brazen act rattled the surrounding neighborhood and sent shockwaves through local law enforcement.
Just one week later, on June 23, Glover struck again—this time alone—at a liquor store in St. Paul. Surveillance footage from the scene shows him brandishing a handgun, shoving an employee, and seizing cash before fleeing on foot. The weapon he wielded wasn’t just a prop; prosecutors allege it was real, loaded, and at the center of a federal crime spree. Davison is not accused in this second robbery.
Glover now faces two counts of Hobbs Act robbery, one count of discharging a firearm during a crime of violence, and one count of brandishing a firearm during a crime of violence. Davison is charged with one count of Hobbs Act robbery. Both men are in federal custody and await their initial appearances in U.S. District Court, where they will confront the full weight of the federal justice system.
The investigation was a joint operation led by the Bloomington Police Department, the St. Paul Police Department, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the FBI. The case was brought under the umbrella of the Twin Cities Violent Crime Task Force, a hard-hitting multi-agency coalition formed to target repeat offenders and gun violence hotspots across the metro. The task force funnels federal muscle into local cases—sending a message that violent crime won’t be tolerated.
Assistant U.S. Attorney Thomas Calhoun-Lopez is prosecuting the case. As for the defendants, the charges are allegations—presumed innocent until proven guilty. But in the grim arithmetic of street crime, names like ‘Chiraq’ and deeds like discharging a firearm in a restaurant carry a weight no courtroom presumption can erase.
