Hampton Man Sentenced for Child Sexual Abuse Material

Newport News, Va. – The grimy streets of Hampton were hit with a severe blow as Ryan Matthew Bieber, 31, was convicted yesterday on six counts of transporting child sexual abuse material (CSAM).

From August 2020 through November 2021, evidence suggests that Bieber uploaded numerous files depicting adults engaged in explicit conduct with minors. His Google account was promptly deactivated following a CyberTipLine report submitted by the National Center for Missing and Exploited Children (NCMEC) to the DOJ USAO.

Bieber is staring down a mandatory minimum of five years and up to 20 years in federal prison when sentenced on Dec. 18, although actual sentences are often less severe. The final determination will be made by a federal district court judge after considering U.S. Sentencing Guidelines and other factors.

U.S. Attorney for the Eastern District of Virginia, Erik S. Siebert; Special Agent in Charge of the FBI’s Norfolk Field Office, Dominique Evans; and Newport News Police Chief Steve R. Drew jointly announced the conviction following a verdict accepted by U.S. District Judge Elizabeth W. Hanes.

Assistant U.S. Attorneys Devon Heath and Peter G. Osyf are handling the prosecution. This case is part of Project Safe Childhood, a nationwide initiative combating child sexual exploitation and abuse, led by U.S. Attorney’s Offices and the Child Exploitation and Obscenity Section (CEOS).
