On December 29, 1926, a meeting was convened to discuss a headlight testing ordinance that would put an end to the city’s ‘glare’ epidemic. The brainchild of Alderman Paul Gauer, a stalwart Socialist from the 17th ward, this ordinance would require motorists to have their headlights regularly inspected and adjusted at designated testing stations.
