PORTLAND, Maine – Steven Parker, 47, of Hebron, Maine, has admitted to a depraved act: distributing and possessing horrific child sexual abuse material. The plea, entered yesterday in U.S. District Court, marks a significant, though deeply disturbing, development in a case that exposes the dark underbelly of online exploitation.
Court records reveal Parker wasn’t a passive viewer. He actively participated in the spread of this vile content, sending a video depicting child sexual abuse to an undercover agent via a messaging application. This wasn’t a one-time lapse in judgment. In August 2024, a coordinated raid by the Maine State Police Computer Crimes Unit (MSPCCU) and the FBI uncovered a digital hoard of abuse at Parker’s residence. Multiple devices seized during the search contained numerous files of child sexual abuse material.
During questioning, Parker didn’t attempt to deny his actions. He confessed to accessing, viewing, and distributing the material over the internet. The details of his depravity are currently sealed, but investigators confirm the volume of material seized suggests a prolonged and deliberate pattern of abuse. This wasn’t simply possession; it was active engagement in a network of exploitation.
Parker now faces a mandatory minimum of 5 years behind bars, with the potential for a maximum sentence of 20 years in prison. He also risks a fine of up to $250,000 and a lifetime of supervised release. The U.S. Probation Office will compile a presentence investigative report, which will be crucial in determining the final sentence handed down by the federal district court judge. Sentencing will consider U.S. Sentencing Guidelines and other statutory factors.
This case is part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice, dedicated to combating the epidemic of child sexual exploitation. Federal, state, and local resources are being marshaled to identify, apprehend, and prosecute predators like Parker, and to rescue the vulnerable victims whose lives are shattered by such abuse. The FBI and MSPCCU jointly investigated this case.
